The decision is made after having held two meetings, on March 16 and June 6, 2018, where representatives of the Interior Ministries (General Secretariat of Penitentiary Institutions, General Directorate of the Police, General Directorate of the Guard have participatedCivil), Defense (FFAA), Hacienda (State Agency for Tax Administration), and Health, Consumption and Social Welfare (DG Public Health, Quality and Innovation).
In the meetings some points have been reached in common.For example, that “the limitations for psychophysical reasons are not exclusive to the norms that regulate access to public employment, but are collected in general norms;For example, the weapons and general driver regulations, helicopter piloting or diving practice ”.
Specifically on diabetes, they specify that "it is a chronic disease that is contemplated as a cause of exclusion in selective processes to enter certain officials of officials (and some categories of work) due to the specificity and demand of the functions they perform".
Along the same lines, they add that "these functions cannot be equated with those of other labor or public function in which there are no demands for schedules, dedication or environments in which they can be developed."

The Ombudsman, and the other public institutions, estimate that “the experience of these stress situations can involve a triggering factor of a hypoglycemia, and consequently: limit or prevent the full realization of the functions of these bodies orScales (in this regard, the limitations to the replacement rate do not allow a percentage of the workforce to perform positions of administrative or bureaucratic nature, because they cannot perform the rest of the functions. ”
They also consider that "the base disease suffered by the public employee", and "produce risks not only for the life of the public employee but for the rest of the citizens involved or involved in a danger situation";
