Basal plasma insulin

Hello, I have type 2 diabetes and they did a blood analysis since my levels do not lower from the last analysis .. They also asked me for basal plasma insulin .. gave me 3.9 UIU/ml .. Does anyone know what does it mean?Glucose gave me 220 .. Thank you!
