My 80 -year -old mother lives in hypoglycemia, in the hospital they don't help and I am very lost.

Hello.I am from Chile and I am a daughter trying to help and improve the quality of life of my elderly mother.She is 79 years old (it's 80 in a couple of months).She was diagnosed with type 2 diabetes more than 10 years ago and took metformin, took care of sugar consumption and remained well for many years.When the pandemic came, he stopped controlling and taking the medications because he did not want to go to the hospital, and at that date he had diagnosed an osteoarthritis that has affected mobility.For a few months he began to have many hypoglycemia, to the point that the ambulance had to, they said it is diabetic, the sugar was lowered, they stabilized it and now.The problem is that every time hypoglycemia are more frequent.I brought her to control of chronic patients (it cost me weeks to get her an hour) I took her with examhours and now.When he measured the sugar there he was 45 and that he had had lunch only two hours before.He asked him if he felt good and gave him something to eat, but did nothing more, AH and asked him for a Scaner who even after months does not arrive for time to do so.
More before he had asked for interconsultations to the doctor when hypoglycemia came for the first time, and requested for the diabetologist, the endocrine and internal medicine, the last one was the only one who arrived so far and that was urgent (public health here is a garbage).I took it, that we had to travel to another city because we live in a small town where there are practically no specialists.It was hard for me to convince her to travel, because it costs her a lot to mobilize and travel is heavy.He saw it, asked for more exams, and he was supposed to take it in a month to control with the examThis month we just got time for the doctor and the joke is that they do not wantThey are hospitalized, they are not going to be done.We have talked to several people from the hospital and nothing give solutions, while my mother is still lowering sugar.The other day he wanted to go to the warehouse that is two house beyond where he lives and fell on the street, the daughter of the business of the business is a nurse and took the blood glucose, while they were going to let me know that she had fallen and had 25of sugar and 170 with 90 blood pressure.
I honestly do not understand much of values or the themes of this disease, and only now I am learning, my mother took care of my niece and now it is I who care of her, but she lives alone and does not want to come to live with me,nor does he want to travel to see specialists to another city, I do not know what to do, because I am afraid that anything can happen at any time and not be present to assist her.

DM1 desde 1982: Toujeo+Novorapid
Is it insulin?If so, I would have to lower the dose until you wake up well.A glucometer to make at least a control when you wake up would help a lot
